Smallholder Agricultural Competitiveness Project (SACP)

Project Location: 30 Upazilas under 11 coastal districts

Smallholder Agriculture Competitiveness Project (SACP) has been designed to support production enhancement, identify market opportunities for both fresh and processed products, value added post-harvest management, build competitiveness in HVCs to move households from subsistence farming into commercial farming in southern region through three technical components supported by a project management component. They are: Component 1 – Enhanced production of HVC and technology adoption (DAE); Component 2 – Processing and marketing of HVC (DAM) and Component 3 – Climate resilient surface water management (BADC). Proposed Community Mobilization Agency (CMA) will be hired for component 3 to facilitate mobilization of smallholders water users into Water User Group (WUG) and Seed Village Group (SVG).

 

Geographic coverage: 30 upazilas of 11 southern region districts namely: (i) Bagerhat (Fakirhat, Kachua), (ii) Satkhira (Shyamnagar, Kaliganj), (iii) PIrojpur (Kawkhali), (iv) Jhalokathi (Kathalia, Nalchiti), (v) Bhola (Lalmohon, CHarfasson, Monpura), (vi) Patuakhali (Mirzaganj, Rangabali, Kalapara), (vii) Borguna (Amtoli, Betagi, Bamna, Taltoli, Patharghata), (viii) Chattogram Boalkhali, Fatikchari, Chandnaish, Banskhali, Sandip), (ix) Noakhali (Subarnachar, Chatkhil, Kabirhat, Hatia) (x) Feni (Chagolnaiya), and (xi) Laxmipur (Kamalnagar)

Services under MAD :

  • Propose innovative approaches for mobilizing smallholders into WUGs and Seed Village Scheme;
  • Participatory mapping of water resources schemes with close consultation with BADC’s SAE as well as higher level managers of component-3 of SACP, BADC;
  • Reconnaissance visit to the selected sites for irrigation structure, select LLP scheme (for buried pipe irrigation) and select seed village scheme,  prepare inventory of irrigation sites and seed village schemes;
  • Mobilize smallholders into groups within selected schemes prior approval of Component Director;
  • Identify compact area for establishing ‘seed village’ within the command area of potential irrigation schemes. High value crops (HVC) seeds will be selected by the community;
  • Prepare guidelines/principles of managing groups, recovery of operation and maintenance cost of schemes in line with the National Minor Irrigation Policy;
  • Graduation of Water User Group (WUG) into commodity based cooperative (pulses, oilseeds, fruits, potato, jute, maize, etc.)
  • Provide technical assistance on value chain development of high value agricultural products and link them with market;
  • Prepare financial and business management modules of schemes operated by the WUGs;

Develop synergies among WUGs, Seed Village, DAE production groups, DAM marketing groups to complement from each other.
